Betsson has submitted an application to sue the state for 80 million SEK. In 1997 the state adopted a
law which banned the wheel of fortune games (“lyckohjulsspelen”). The restriction of law was aimed at

Betsson who suffered great loss as a consequence of the law. It is now clear that the enforced law
against the wheel of fortune is illegal, as the state broke EU-law when enforcing the law. Betsson
considers it is right to get compensation for the damage the company has suffered. Thus, Betsson now
sues the state at Stockholm’s District Court.

- “The enforcement of the law hit us hard. We have tried to get compensation from the Chancellor of
Justice in Sweden, but through legal fiddling we have been denied the compensation. We presume we
can hold the state responsible for illegal actions and get compensation for the damage the law has
caused us. The law must be applicable even to the state. What is important to us is in the end is that
